Oregon State generated the biggest one-year turnaround in school history and could secure its third 10-win season by beating Texas in the Alamo Bowl today in San?Antonio.

The Longhorns? They are trying to reverse a three-year slide from the days when 10 wins were just a footnote on the way to BCS?bowls.

Beating the 15th-ranked Beavers tonight would be another baby step back to the elite for Mack Brown and company, with still a long way to go. Texas followed a loss to Alabama in the 2009 BCS championship game with a shocking 5-7 record ? the only losing season in 15 under Brown ? and an 8-5 mark last year that included a Holiday Bowl win over?Cal.

Lose to Oregon State, and the Longhorns (8-4) will have a second straight eight-win season and a long offseason to think about a three-game losing streak,?too.

?I think that at Texas we want to be 13-0,? Brown said. ?The standards are higher than eight, and that?s what the kids need to understand and our coaches do understand. And we are ready to take that next step and get it back to where it should?be.?

Mike Riley has had to do a little rebuilding of his own after leading the Beavers (9-3) to 10 wins in 2006 and three more winning seasons after that. Oregon State matched Texas at 5-7 in 2010, then slipped to 3-9 a season?ago.

The Beavers are six games better in 2012, beating one Rose Bowl team ? Wisconsin ? in their opener and almost beating the other ? Stanford ? on the?road.

The person spoke to the AP on condition of anonymity because the school wasn?t releasing the names of the suspended players. The person said the players broke?curfew.

Brown addressed the situation during a news conference Friday and referred to a KENS-TV report that police were investigating two unidentified Texas players in an alleged sexual assault at a San Antonio?hotel.

Congratulate Los Angeles Animal Shelters on No-Kill December

Goal: Praise California for reaching its goal achieving no-kill status by the end of the year.

Since the start of a campaign earlier in the year by No-Kill Los Angeles (NKLA), a coalition including the city, Best Friends Animal Society, and more than 50 other animal welfare groups, Los Angeles has been working toward the goal of reaching no-kill status by the end of December. The numbers are currently very close and if not by the end of the month, it looks like they will meet that goal by the beginning of next year. This is a significant contribution to animal welfare given the pet population of L.A. and the city deserves our praise.

The idea was put into action over a decade ago when shelters became the target of animal rights activists after the city euthanized a record 50,000 animals. In 2003, a year that saw 30,000 animals euthanized, former Mayor James Hahn vowed that Los Angeles would end the killing of unwanted pets within five years. Although it has been more than five years, persistent pressure from activists, and the help of the current General Manager of Animal Services and the NKLA coalition, the city will finally accomplish what it proposed to do.

No-kill status means that a city has reached a 90% save rate. The 10% left are those that are too sick or aggressive to be adopted out. During the fiscal year 2011-12, Los Angeles had a saved rate of 62%, but as of December 16, the city took in 1,951 dogs and cats and euthanized 313, an 84% saved rate for the month. City shelters are doing everything they can to work with the community and reach 90% by the end of the year, which would be the first no-kill month on record.

Katt Williams Arrested Again In California For Felony Child Endangerment

Katt Williams was arrested again on Friday morning, and now faces charges of felony child endangerment. Find out what the stand-up comedian did, and how long he'll be in jail for his latest run in with law enforcement. (Photo: Reuters)

Katt Williams was arrested again at his Los Angeles home on Friday for felony child endangerment. While the full details of criminal cases involving children are not typically revealed to the public, it is believed that officials from the city of Los Angeles found marijuana and a number of firearms at the stand-up comedian's home.

It's unknown why the city of Los Angeles felt the need to raid the stand-up comedian's home, but Katt Williams' latest arrest apparently took place around the same time the world learned that he'd been hit with a $4 million tax lien?by the IRS. Officials from the Los Angeles Department of Children and Family Services have not announced a reason for launching the investigation at this time.

Katt Williams has found himself in a series of increasingly worse legal situations in recent weeks which began with the stand-up comedian running from Sacramento police last month. Williams followed that incident up with an assault of a Target employee, a backstage scuffle with fans, and a bar fight that earned him criminal charges in Seattle as well.

Apparently not finished, Williams was detained again earlier this month?outside of a Subway in West Hollywood, though he was not arrested during that encounter with law enforcement. He and tour manage Suge Knight did each leave with a ticket (multiple in Knight's case) for their troubles though.

When Williams was detained outside of Subway, it was noted that he had the proper authorization for medical marijuana and a firearm on his person at that time, which certainly casts some doubt on the reports that marijuana and/or a weapon(s) could have been at fault for the charges. Then again, there's just no telling how the stand-up comedian stores such items in his home, and his methods may not have seemed sufficient to city officials.

After being released from Van Nuys' LAPD Valley Jail on Friday night, Williams defended both his marijuana and firearm possession in a short statement.

"If the police come in and raid my place and break into my gun boxes, you're gonna find guns," Williams told a TMZ reporter, adding, "I'm not in a gang, what difference does it make?"

"How do you keep kids safe without guns?"

One thing's for sure, Katt Williams won't find any pity in the online community:

Cellular fuel gauge may hold the key to restricting cancer growth

Dec. 27, 2012 ? Researchers at McGill University have discovered that a key regulator of energy metabolism in cancer cells known as the AMP-activated protein kinase (AMPK) may play a crucial role in restricting cancer cell growth. AMPK acts as a "fuel gauge" in cells; AMPK is turned on when it senses changes in energy levels, and helps to change metabolism when energy levels are low, such as during exercise or when fasting. The researchers found that AMPK also regulates cancer cell metabolism and can restrict cancer cell growth.

The discovery was made by Russell (Rusty) Jones, an assistant professor at McGill's Goodman Cancer Research Centre and the Department of Physiology, Faculty of Medicine. Jones along with his team is the first to show that AMPK can act as a tumour suppressor in animals. The research will be published December 27 in the journal Cell Metabolism.

"Cancer is a disease in which cells lose their normal restraints on growth and start to divide uncontrollably. But, in order for cells to grow quickly they need enough energy to complete the task," Jones explained. "AMPK acts like the fuel gauge in your car -- it lets the body know when energy levels are low, and stops cell growth until there is enough gas in the tank. We wanted to see if this fuel gauge could affect the development and progression of cancer. We found that mice lacking AMPK developed tumours faster, suggesting that AMPK is important for keeping tumour development in check, at least for some types of cancer." For this study, Jones' team focused specifically on a type of blood cancer known as lymphoma. They discovered that the protein Myc, which is activated in more than half of all cancers, could promote lymphoma more rapidly when mice were deficient for AMPK.

One of the ways cancer cells support their enhanced rate of growth is by changing their metabolism, or how they generate energy. Cancer cells are different from normal cells in our body because they preferentially use sugar to fuel their growth. Jones discovered that AMPK plays a specific role in restricting cancer cells' ability to use sugar to fuel their growth. "For cancer cells with low AMPK levels, their metabolism goes into overdrive," explained Prof. Jones. "They use sugar more efficiently, allowing them to grow faster. These results suggest that turning on AMPK in cancer cells may be one way that we can restrict cancer growth."

Jones' breakthrough builds on his previous discovery that the widely prescribed medication metformin, a common diabetes drug, can restrict tumour cell growth. The results bring promise that common therapeutics that turn on AMPK and alter cellular metabolism, such as metformin, may become novel tools for cancer therapy. Jones and his colleagues at McGill are currently exploring clinical applications based on this research.

Afghan bomber attacks near major US base

KABUL, Afghanistan (AP) ? A vehicle driven by a suicide bomber exploded at the gate of a major U.S. military base in eastern Afghanistan on Wednesday, killing the attacker and three Afghans, Afghan police said. The Taliban claimed responsibility for the attack.

Police Gen. Abdul Qayum Baqizai said a local guard who questioned the vehicle driver at the gate of Camp Chapman was killed along with two civilians and the assailant. The camp is located adjacent to the airport of the capital of Khost province, which borders Pakistan. Chapman and nearby Camp Salerno had been frequently targeted by militants in the past, but violent incidents have decreased considerably in recent months.

Taliban spokesman Zabihullah Mujahid said in an email that the bomber targeted Afghan police manning the gate and Afghans working for the Americans entering the base. He claimed high casualties were inflicted.

NATO operates with more than 100,000 troops in the country, including some 66,000 American forces. It is handing most combat operations over to the Afghans in preparation for a pullout from Afghanistan in 2014. Militant groups, including the Taliban, rarely face NATO troops head-on and rely mainly on roadside bombs and suicide attacks.

NATO forces and foreign civilians have also been increasingly attacked by rogue Afghan military and police, eroding trust between the allies.

On Tuesday, the Interior Ministry said a policewoman who killed an American contractor in Kabul a day earlier was a native Iranian who came to Afghanistan and displayed "unstable behavior" but had no known links to militants.

The policewoman, identified as Sgt. Nargas, shot 49-year-old Joseph Griffin, of Mansfield, Georgia, on Monday, in the first such shooting by a woman in the spate of insider attacks. Nargas walked into a heavily-guarded compound in the heart of Kabul, confronted Griffin and shot him once with her pistol.

The U.S-based security firm DynCorp International said on its website that Griffin was a U.S. military veteran who earlier worked with law enforcement agencies in the United States. In Kabul, he was under contract to the NATO military command to advise the Afghan police force.

The ministry spokesman, Sediq Sediqi, told a news conference that Nargas, who uses one name like many in the country, was born in Tehran, where she married an Afghan. She moved to the country 10 years ago, after her husband obtained fake documents enabling her to live and work there.

A mother of four in her early 30s, she joined the police five years ago, held various positions and had a clean record, he said. Sediqi produced an Iranian passport that he said was found at her home.

No militant group has claimed responsibility for the killing.

The chief investigator of the case, Police Gen. Mohammad Zahir, said that during interrogation, the policewoman said she had plans to kill either the Kabul governor, city police chief or Zahir himself, but when she realized that penetrating the last security cordons to reach them would be too difficult, she saw "a foreigner" and turned her weapon on him.

There have been 60 insider attacks this year against foreign military and civilian personnel, compared to 21 in 2011. This surge presents another looming security issue as NATO prepares to pull out almost all of its forces by 2014, putting the war against the Taliban and other militant groups largely in the hands of the Afghans.

More than 50 Afghan members of the government's security forces also have died this year in attacks by their own colleagues. The Taliban claims such incidents reflect a growing popular opposition to the foreign military presence and the Kabul government.

Long-wavelength laser will take better 'fingerprints' of medicines than chemical analysis, research suggests

Dec. 19, 2012 ? A laser capable of working in the terahertz range ? that of long-wavelength light from the far infrared to 1 millimeter ? takes a better 'fingerprint' of, say, a drug under investigation, than a traditional chemical analysis. PhD student Thomas Denis of the University of Twente's MESA+ Institute for Nanotechnology has now combined? a free electron source with photonic crystals. The result: greater flexibility and a compact laser.

A terahertz laser is capable of showing the molecular structure of, say, a drug, because the laser beam it produces is at wavelengths suitable for examining molecular and atomic bonds. This enables more spatial information to be obtained than from chemical analysis, a detailed fingerprint. To date, however, the limitation has been that lasers of this type are restricted to particular wavelengths, e.g. because the source of the laser light is a semiconductor, in which electrons can only take on fixed energy states, hence only a limited number of 'colours' of light can be produced.

Free electrons

In a free electron laser the electrons are not restricted to fixed states, as are electrons in a classic cathode ray tube. So Denis thought, why not combine a free electron source with a 'photonic crystal'? This is a structure with lot of tiny 'posts' that together slow down the incident light and turn it into a coherent beam. Photonic crystals can be created at micro level, e.g. for a lab-on-a-chip, or on a much larger scale. The dimensions and shape of the crystal determine the rough wavelength region, and the precise wavelength can be set and adjusted by changing the speed of the electrons being fired at it. This combination is known as a 'photonic free-electron laser' or pFEL.

Looking inside the crystal

Existing terahertz lasers also have the disadvantage that they are very large, big enough to fill a room. Thanks to the use of photonic crystals the pFEL that Denis has designed is not much bigger than a domestic microwave oven and can still provide high power despite its small size. He has also found a special way of 'looking' inside a photonic crystal -- something that is not normally possible. By interfering slightly with the wavelength pattern in the crystal using a tiny metal ball the actual pattern can be measured.

Thomas Denis (Ahaus, 1981) received his PhD on 14 December for his thesis Theory and Design of Microwave Photonic Free-Electron Lasers. He carried out his research in Prof. Klaus Boller's Laser Physics and Non-linear Optics Group. The thesis, or the summary, is available in digital form on request.

Team confirms 'gusty winds' in space turbulence

Imagine riding in an airplane as the plane is jolted back and forth by gusts of wind that you can't prove exist but are there nonetheless.

Similar turbulence exists in space, and a research team led by the University of Iowa reports to have directly measured it for the first time in the laboratory.

"Turbulence is not restricted to environments here on Earth, but also arises pervasively throughout the solar system and beyond, driving chaotic motions in the ionized gas, or plasma, that fills the universe," says Gregory Howes, assistant professor of physics and astronomy at the UI and lead author of the paper to be published Dec. 17 in the online edition of Physical Review Letters, the journal of the American Physical Society. "It is thought to play a key role in heating the atmosphere of the sun, the solar corona, to temperatures of a million degrees Celsius, nearly a thousand times hotter than the surface of the sun."

He adds: "Turbulence also regulates the formation of the stars throughout the galaxy, determines the radiation emitted from the super massive black hole at the center of our galaxy and mediates the effects that space weather has on the Earth."

One well-known source of gusty space winds are the violent emissions of charged particles from the sun, known as coronal mass ejections. These solar-powered winds can adversely affect satellite communications, air travel and the electric power grid. On the positive side, solar storms also can also lead to mesmerizing auroras at the north and south poles on Earth.

Howes notes that unlike gusts of wind on the surface of the Earth, turbulent motions in space and astrophysical systems are governed by Alfven waves, which are traveling disturbances of the plasma and magnetic field. Nonlinear interactions between Alfven waves traveling up and down the magnetic field?such as two magnetic waves colliding to create a third wave?are a fundamental building block of plasma turbulence, and modern theories of astrophysical turbulence are based on this underlying concept, he says.

"We have presented the first experimental measurement in a laboratory plasma of the nonlinear interaction between counter-propagating Alfven waves, the fundamental building block of astrophysical turbulence," Howes says.

(AP) ? Argentina's government told the country's largest media conglomerate on Monday that it has begun a process to break up the company and auction off its media licenses.

Grupo Clarin has battled with President Cristina Fernandez for years. Fernandez argues that it is a corporate monopoly and has funded a network of pro-government newspapers and stations to challenge Clarin's dominance.

Grupo Clarin has called Fernandez's bid to break it up an illegal attempt to silence one of the government's leading critics and to stifle press freedom.

Martin Sabbatella, the head of the government media regulation body, said on Monday that the government will make the conglomerate and other companies comply with the law, which bars any company from owning too many different media properties.

It comes after a lower court judge ruled Friday that a three-year-old law against media monopolies is constitutional.

"We notified them of the start of the transfer of licenses because the law is constitutional," Sabbatella said at an impromptu press conference outside of Grupo Clarin's headquarters in Buenos Aires.

The process, which will end up with transfer of licenses, will last about 100 days. During this time, the media empire must take care of all its current holdings and keep all jobs, Sabbatella said.

Grupo Clarin said in an emailed statement that the government's action tramples on past rulings that favored the media group.

"It's totally inadmissible and illegal because it openly violates several legal rulings," Clarin said.

Clarin has said the judge's declaration lifting all injunctions in the case violates court procedures. The media group says a higher court had stayed the divestment requirement until the justice system rules definitively on challenges to the law.

The 2009 law was tweaked in Congress to specifically target Clarin, the only company that runs afoul of all its major anti-monopoly clauses. The law could require Clarin to sell off broadcast licenses as well as its majority stake in Cablevision, the cable TV network that has become the company's cash cow.

Clarin says the government cannot take away its licenses because the group lodged an appeal to Friday's ruling before Sabbatella's visit on Monday. A lower court has three days to look at it, and if it is rejected, Clarin can go before an appeals court.

Graciela Romer, a political analyst in Buenos Aires, said the case could eventually go before the Supreme Court and take anywhere from months to years.

"The government says it's in compliance to demand disinvestment and not wait for the deadlines set by the law. That's the point. The government feels like it loses ground if it leaves any room, which leads me to think that this will eventually end up in the Supreme Court," Romer said.

"But this could take from two months to two years and the government needs to resolve this without leaving any breathing room that can get in the way of achieving this historic triumph for freedom of speech, which is how the state has branded its fight with Clarin."

Gregorio Badeni, a constitutional lawyer, agreed that the case could land before the Supreme Court.

"The government cannot force Clarin to disinvest at this moment because the judge's ruling ... has been appealed," Badeni said.

The government says Clarin has 237 licenses but must abide by the law, which allows companies to only have 24 cable licenses and 10 free-to-air licenses for radio and TV, and to cover no more than 35 percent of the pay-per-view population.

Clarin says it has seven radio licenses and four open-TV ones. It also says its TV cable operator Cablevision owns 158 local licenses and that the law's 24 would limit their market.

The media group has been at odds with the government since it criticized Fernandez's handling of a tax on the key agricultural industry and a massive farmers strike in 2008.

Since then, critics of Fernandez's government say she's been out to break up the media empire. The government has sent tax agents to raid the offices of Argentina's biggest-circulation daily and suggested that the owner of Clarin could have adopted her children from babies stolen during the military regime.

It has also tried to gain control of Argentina's only newsprint maker and encouraged the national soccer association to break its contract with a cable TV channel owned by Clarin.

I.B.M. Looks Ahead to a Sensor Revolution and Cognitive ...

The year-end prediction lists from technology companies and research firms are ? let?s be honest ? in good part thinly disguised marketing pitches: These are the big trends for next year, and ? surprise ? our products are tailored-made to help you turn those trends into moneymakers.

But I.B.M. has a different spin on this year-end ritual. It taps its top researchers worldwide to come up with a list of five technologies that are likely to advance remarkably over the next five years. The company calls the list Five in Five, with the latest released on Monday. And this year?s nominees are innovations in computing sensors for touch, sight, hearing, taste and smell.

Touch technologies may mean that tomorrow?s smartphones and tablets will be gateways to a tactile world. Haptics feedback techniques, infrared and pressure-sensitive technologies, I.B.M. researchers predict, will enable a user to brush a finger over the screen and feel the simulated touch of a fabric, its texture and weave. The feel of objects can be translated into unique vibration patterns, as if the tactile version of fingerprints or voice patterns. The resulting vibration patterns will simulate a different feel, for example, of fabrics like wool, cotton or silk.

The coming sensor innovations, said Bernard Meyerson, an I.B.M. scientist and vice president of innovation, are vital ingredients in what is called cognitive computing. The idea is that in the future computers will be increasingly able to sense, adapt and learn, in their way.

That vision, of course, has been around for a long time ? a pursuit of artificial intelligence researchers for decades. But there seem to be two reasons that cognitive computing is something I.B.M., and others, are taking seriously these days. The first is that the vision is becoming increasingly possible to achieve, though formidable obstacles remain. I wrote an article in the Science section last year on I.B.M.?s cognitive computing project.

The other reason is a looming necessity. When I asked Dr. Meyerson why the five-year prediction exercise was a worthwhile use of researchers? time, he replied that it helped focus thinking. Actually, his initial reply was a techie epigram. ?In a nutshell,? he said, ?seven nanometers.?

Dr. Meyerson, who has a Ph.D. in solid-state physics, was talking about the physical limits on the width of semiconductor circuits, when they can?t be shrunk any further. (The width of a human hair is roughly 80,000 nanometers.) Today, the most advanced chips have circuits 22 nanometers in width. Next comes 14 nanometers, then 10 and then 7, Dr. Meyerson said.

?We have three more cycles, and then the biggest knobs for improving performance in silicon are gone.? he said. ?You have to change the architecture, use a different approach.?

?With a cognitive computer, you train it rather than program it,? Dr. Meyerson said.

The cognitive path, if successful, would raise a machine?s level of recognition of the world. Today, computers mimic human intelligence with brute force, collecting a vast amount of data and then sifting for statistical patterns that identify specific words, images, biological or chemical compounds.

But a cognitive computer, Dr. Meyerson said, would ?not have to go for all the fine detail, but go up and see the interesting thing. This is about moving computing way, way up from where it is today.?

He provides a sensor-based example. The computer is presented with a white powder in two piles. One is salt and the other is sugar. ?It could taste the difference, without having to do a detailed chemical analysis,? Dr. Meyerson explained.

Cognitive computers, by learning some tricks from the way human brains compute, could in theory deliver big energy savings. I.B.M.?s ?Jeopardy?-winning computer is a clever machine, defeating its human rivals last year. But the computer, called Watson, runs on 85,000 watts of electricity. The human brain hums along on 20 watts.

?We need to make the machines much, much more efficient,? Dr. Meyerson said.

Investigators and former classmates of Connecticut school shooter Adam Lanza say he was bright, but extremely shy and remote. NBC's Pete Williams reports.

Updated at 8 p.m. ET: A picture of Adam Lanza slowly emerged Saturday, as acquaintances said his behavior included pressing up against walls to avoid others and clutching his briefcase. Investigators, meanwhile, said they hoped that "very good evidence" found at his home would shed light on what pushed him to kill 26 children and teachers as well as his mother.

Connecticut State Police Lt. Paul Vance said Saturday that investigators had found "very good evidence ... that our investigators will be able to use in painting the complete picture, the 'how' and, more importantly, the 'why this occurred.'"

But he would not elaborate and the mystery deepened as education officials in Newtown, Conn., said they had found no link between Lanza's mother and the school, contrary to news reports that said she was a teacher there.


Investigators said they believe Lanza, 20, attended Sandy Hook Elementary many years ago, but they had no explanation for why he went there on Friday.

Lanza shot and killed his mother, Nancy Lanza, at the home they shared, then drove to the school in her car, forced his way inside and opened fire in two classrooms, authorities said. Within minutes, he killed 20 children, six adults and himself.

Authorities said Lanza had no criminal history; it was not clear whether he had a job.?

His father, who learned about the shooting from a reporter at the Stamford Advocate, said in a statement that he was in a "state of disbelief and trying to find whatever answers we can." Lanza said he has cooperated with law enforcement and will continue to do so.

Meanwhile, acquaintances described the former honor student as smart but odd and remote.

"We would hang out, and he was a good kid," Joshua Milas told The Associated Press. He said he had not seen Lanza in a few years. "He was probably one of the smartest kids I know. He was probably a genius."

"(His mother) pushed him really hard to be smarter and work harder in school," Tim Arnone told Reuters. He first met Lanza at Sandy Hook Elementary School.

"He was very different and very shy and didn't make an effort to interact with anybody" in his 10th-grade English class at Newtown High School, Olivia DeVivo told the AP. DeVivo, now a student at the University of Connecticut, said Lanza always came to school toting a briefcase and wearing his shirt buttoned all the way up.

"Now looking back, it's kind of like 'OK, he had all these signs,' but you can't say every shy person would do something like this," she said.

Richard Novia ? who until 2008 was the school district's head of security and adviser to the school's technology club, of which Lanza was a member ? described Lanza to the AP as "a loner."

"You had yourself a very scared young boy, who was very nervous around people," he added.

Novia said Lanza had extreme difficulties relating to fellow students and teachers, as well as a strange bodily condition: "If that boy would've burned himself, he would not have known it or felt it physically."

Lanza would also go through crises that would require his mother to come to school to deal with them. Such episodes might involve "total withdrawal from whatever he was supposed to be doing, be it a class, be it sitting and reading a book," Novia told the AP.

When people approached Lanza in the hallways, he would press himself against the wall or walk in a different direction, clutching his black briefcase "like an 8-year-old who refuses to give up his teddy bear," said Novia, who now lives in Tennessee.

Even so, Novia said his primary concern about Lanza was that he might become a target for teasing or abuse by his fellow students, not that he might become a threat himself.

"Somewhere along in the last four years there were significant changes that led to what has happened Friday morning," Novia said. "I could never have foreseen him doing that."

The Hartford Courant, citing unnamed sources, said at least 20 people were shot and that many of the shootings took place in a kindergarten classroom at the Sandy Hook Elementary School. CBS News, citing unnamed officials, reported at least 27 people, including possibly 18 children, were killed when at least one shooter opened fire at the school in Newtown, Connecticut. Not saving enough for college? Here's what to do

When Sharon Doyle thinks about college savings for her two kids, the numbers are almost too big to comprehend.

Doyle, 44, recently calculated expected college costs for her 3-year-old daughter. It worked out to be north of $500,000 -- a whopping figure for even the most well-heeled Americans.

And now she has an 8-month-old son to add to the bill. "You can't even wrap your head around it," says Doyle, an entrepreneur based in Evanston, Ill., who sells skincare products. Her husband Barry is a personal injury lawyer.

"Even if you only pay for half of it, that's still the price of a house," Doyle says. "It seems like no matter what you do, it's never going to be enough."

Call it parental paralysis. As the?economy?slowly recovers from the Great Recession, you would expect contributions to 529 college savings plans to be accelerating smartly, but they are not.

Some $2.5 billion was contributed to 529 plans in the second quarter of 2012, roughly matching the same period of 2011, according to Financial Research Corp. in Boston.

But for the previous two quarters, total contributions were about $1 billion lower than they had been a year earlier, even as the?economy?has been supposedly improving.

These 529 savings plans work like state-sponsored educational piggy?banks, using a variety of investments to cover educational expenses. They usually have low minimum-contribution amounts and offer significant tax advantages.

"Typically in recoveries, 529 contributions do pick back up," says Chris Stack, managing consultant for Savingforcollege.com, a website that ranks and monitors the plans. "But there's so much uncertainty right now that people are just afraid to commit."

'Something is better than nothing'
That doesn't mean you should throw your hands up and do nothing.

Private four-year colleges now cost an average of $28,500 a year in tuition and fees alone, according to The College Board, and those prices will presumably rise in the future. That's why parents need to get over their psychological hurdles, and just do it.

After all, there's still time to play catch-up, and to lock in tax savings. But not that much time. College saving has to be done by Dec. 31 to reap tax breaks for the current tax year. If you delay until Jan. 1, then you will have to wait until April 15, 2014, for your pocketbook to see the results. You don't have to overextend yourself, say experts; just do what you can.

"Parents carry a lot of guilt about not being able to pay 100 percent of their kids' college (fees)," says Julie Casserly, author of "The Emotion Behind Money: Building Wealth from the Inside Out," and a Chicago financial planner. "They need to let go of that feeling of shame. If you need to save $400 a month for your kid's college, but your budget only allows for $100, then at least something is better than nothing."

Look to your state plan first
While all 529 plans allow money earned within the plan to be withdrawn tax free to cover qualified college costs, many states heap an additional advantage on that, offering state tax deductions for initial contributions.

Some states, like Colorado or South Carolina, allow deductions for the full contribution amount.

Mississippi and Oklahoma offer a state tax deduction of up to a $20,000 for joint filers; in New York and North Dakota, it's a $10,000 deduction for joint filers. (Check out the full list?here).

That means 529 investors can shave hundreds or even thousands of dollars off their annual tax bills.

Indeed, the fourth quarter is traditionally the biggest time for 529 contributions, as parents get their checks in under the wire to take advantage of those tax benefits. Financial Research Corp projects that total contributions for 2012 will come in at a respectable $8 billion, despite the slow start to the year. Not quite the heyday of 2007, when inflows hit a record $14 billion, but still, a modest improvement over 2011.

Of course, you are also free to choose an out-of-state 529 plan, but that means forgoing those significant in-state tax benefits. That probably only makes sense if your state plan features heavy fees and limited investment options.

End-of-year deadlines
This year also offers a unique opportunity regarding gift-tax limits.

In addition to yearly tax-free gift ceilings of $13,000 per person, there's also a lifetime exemption, traditionally set at $1 million. But current tax law has that exemption at $5.12 million, which means that wealthier parents or grandparents can pass along significant assets to their heirs with no tax hit whatsoever. Until Dec. 31, that is.

Of course, 529 plans have maximum contribution limits well under those levels, but a college savings contribution can be part of a grandparent's gift. And if the intended recipient ends up not using it all for school, the balance can be transferred to another relative.

"For grandparents with multiple grandchildren, and who may have millions of dollars they want to pass along, 529 plans are one way they can take advantage of that before the end of the year," says Stack.

As for the Doyles, they have been earmarking any cash gifts from relatives for their daughter's 529, which already has more than $1,200 in it. They now plan to start a 529 for their son, and ramp up contributions as the economy recovers. Right now, though, they are focusing on more immediate priorities -- like mortgage and utility payments.
