(Reuters) - The Oprah Winfrey Network is making money four years after its debut, as stronger ratings and advertising growth helped turn around the joint venture with Discovery Communications Inc sooner than expected.
The news was a bright spot for Discovery, which has invested more than $500 million in OWN, as it posted weaker-than-expected second-quarter results and cut its earnings forecast on Tuesday.
The media company's stock fell 4.3 percent to $80.74 on Nasdaq at mid-afternoon.
Discovery Chief Executive David Zaslav said OWN, which it formed with talk-show host Oprah Winfrey, benefited from two popular new series by producer Tyler Perry, "The Have and Have Nots" and "Love Thy Neighbor."
"OWN is now cash flow positive and starting to pay down the investment Discovery has made in the venture," Zaslav said.
The network, which replaced Discovery's Health channel in January 2011, had expected cash flow to break even in the second half of the year.
Lazard Capital Markets Barton Crockett said it was encouraging that one of Discovery's biggest bets was paying off.
"We knew that OWN was working because ratings have been great. The fact that it is bouncing back into positive isn't a huge surprise," he said.
Winfrey, known as the "queen of talk," had admitted in a TV interview to making "101 mistakes" when launching the network. The mix of in-depth interviews with celebrities and feel-good programs did not initially translate to the ratings success Winfrey had seen on broadcast TV for years.
Under President Erik Logan, OWN has since gone through layoffs, executive departures and a reshuffling of its programming lineup to add more scripted shows. It also has been selling some of Oprah's talk shows overseas, including to the United Kingdom.
On Tuesday, Zaslav said it had signed on 30 new ad partners and had the "highest growth of any cable network in the second quarter." Viewership by OWN's target demographic of the 25-54 age group grew 39 percent in the second quarter, the company said.

Discovery said it now expects 2013 revenue of $5.55 billion to $5.63 billion, below its previous forecast for $5.58 billion to $5.70 billion. The company blamed unfavorable currency fluctuations and costs from its $1.7 billion acquisition of Scandinavian media company SBS in December.
Zaslav brushed off concerns that the merger of big ad companies Publicis and Omnicom would pressure Discovery's advertising rates. He said the deal was "probably a good thing" for the company.
"As long as we continue to grow our audience, we're going to find very receptive buyers," he said.
Net income rose to $300 million, or 82 cents per share, from $293 million or 77 cents per share, in the year-ago quarter.
Excluding special items for licensing agreements and foreign currency fluctuations, earnings per share of 83 cents missed the analysts' average estimate by 7 cents according to Thomson Reuters I/B/E/S.
Crockett, the Lazard Capital Markets analyst, said Wall Street was not expecting the charge related to the SBS acquisition and noted that it helped explain why Discovery missed EPS estimates.
Gabelli & Co analyst Brett Harriss said he was expecting improved profitability at Discovery's U.S. networks, where advertising was up 10 percent, but noted the company's higher-than-expected operating expenses.
"U.S. advertising was great, but programming and marketing costs were up," Harriss said.
Discovery said operating expenses rose 17 percent at its U.S. unit, which it said offset revenue growth at that division.
Total revenue rose 30 percent to $1.47 billion. Analysts had expected $1.48 billion.

For the first time, government advisers are recommending screening for lung cancer, saying certain current and former heavy smokers should get annual scans to cut their chances of dying of the disease.
If it becomes final as expected, the advice by the U.S. Preventive Services Task Force would clear the way for insurers to cover CT scans, a type of X-ray, for those at greatest risk.
That would be people ages 55 through 79 who smoked a pack of cigarettes a day for 30 years or the equivalent, such as two packs a day for 15 years. Whether screening would help younger or lighter smokers isn't known, so scans are not advised for them. They also aren't for people who quit at least 15 years ago, or people too sick or frail to undergo cancer treatment.
"The evidence shows we can prevent a substantial number of lung cancer deaths by screening" ? about 20,000 of the 160,000 that occur each year in the United States, said Dr. Michael LeFevre, a task force leader and family physician at the University of Missouri.
Public comments will be taken until Aug. 26, then the panel will give its final advice. Reports on screening were published Monday in Annals of Internal Medicine.
The recommendation is a big deal for many reasons. The task force, an independent group of doctors appointed by the government, in recent years has urged less frequent screening for breast and cervical cancers, and no screening for prostate cancer, saying PSA blood tests do men more harm than good. There are no good ways to screen for ovarian cancer or other less common types.
But lung cancer is the top cancer killer worldwide. Nearly 90 percent of people who get it die from it, usually because it's found too late for treatment to succeed. About 85 percent of lung cancers in the U.S. are attributable to smoking, and about 37 percent of U.S. adults are current or former smokers. The task force estimates that 10 million Americans would fit the smoking and age criteria for screening.
The American Cancer Society used to recommend screening with ordinary chest X-rays but withdrew that advice in 1980 after studies showed they weren't saving lives. Since then, CT scans have come into wider use, and the society and other groups have endorsed their limited use for screening certain heavy smokers.
The scans cost $100 to as much as $400 and are not usually covered by Medicare or private insurers now. But under the new health care law, cancer screenings recommended by the task force are to be covered with no copays.
"It's generally going to be covered by all health plans" if the advice gets final task force approval, said Susan Pisano of the industry trade group America's Health Insurance Plans. She said her group may develop a response during the public comment period but has had "high regard" for the task force in the past "because they rely so heavily on the evidence" in crafting their recommendations.
The task force considered lung cancer screening in 2004 but said there was too little evidence to weigh risks and benefits. Since then, a major study found that screening the age group covered in the task force's recommendation could cut the chances of dying from lung cancer by up to 20 percent and from any cause by nearly 7 percent.
Screening "is absolutely not for everybody," not even all smokers, LeFevre stressed. That includes President Barack Obama, who said a couple years ago that he had quit smoking. Obama is too young (he will turn 52 in a few days) and too light a smoker (he reportedly smoked less than a pack a day), to be in the high-risk group advised to get screening.
The potential benefits of screening may not outweigh its possible harms for people not at high risk of developing lung cancer. A suspicious finding on a scan often leads to biopsies and other medical tests that have costs and complications of their own. The radiation from scans to look for cancer can raise the risk of developing the disease.
"These scans uncover things, often things that are not important. But you don't figure out that for a while," and only after entering "the medical vortex" of follow-up tests, said Dr. Peter Bach, a cancer screening expert at Memorial Sloan-Kettering Cancer Center in New York.
The best way to prevent lung cancer is to quit smoking or never start, and screening doesn't make smoking safer, doctors stress.
"That's everyone's public health concern: People will see this as a pass to continue smoking," Bach said of screening. "I don't think it's likely," because people know how harmful smoking is, he said.

This weekend, deputies from Escambia County, Florida shot an unarmed man who went to grab cigarettes from the car parked in the driveway of his mother?s home. A neighbor called police at 2 a.m. because he suspected 60-year-old Roy Middleton was stealing the car. Things quickly escalated when two deputies arrived and ordered Middleton to ?get your hands where I can see them,? the?Pensacola News Journal reports:
[Middleton] said he initially thought it was a neighbor joking with him, but when he turned his head he saw deputies standing halfway down his driveway.
He said he backed out of the vehicle with his hands raised, but when he turned to face the deputies, they immediately opened fire.
?It was like a firing squad,? he said. ?Bullets were flying everywhere.?
The deputies reportedly fired about?seven shots?at the unarmed man; Middleton was shot in the leg, and another five bullet holes hit the car and the side of house.

According to a survey jointly conducted by PwC and Ficci titled "India Manufacturing Barometer", sluggish economic growth and deceleration in production have made manufacturing companies tread cautiously.
"In an environment of sluggish economic growth, it is not surprising that the mood exhibited by companies is cautious," PwC India Leader Industrial Products Bimal Tanna said.
The manufacturing sector, however, is using this period to realign the business models and prepare for the future, he added.
The survey said that companies appear confident about their own prospects for growth and expect profit margins to improve over the next 12 months.
Companies believe that the market may have bottomed out and more than 50 per cent largely expect their own revenues to grow at higher than 10 per cent over the next year and profit margins to inch up.
Of the companies surveyed by the survey, 73 per cent believe that customer requirements and expectations have changed due to the global economic environment as well as the domestic slowdown.
Around 42 per cent are planning service additions to their products in order to respond to frequently shifting and disparate customer preferences, while, 76 per cent surveyed companies stated that they are resorting to cost efficiencies to meet customer requirements.

The period of consolidation which followed the 2010 and 2011 boom years in Turkey's construction sector has ended, with the local industry now bracing for a new growth spurt. The Turkish government's plans to foster environmentally-friendly and energy efficient building solutions have sparked fresh interest from construction companies and finance providers, including from Germany. According to the "European Real Estate Assets Investment Trend 2013" report by consulting firm Ernst & Young, Turkey ranks among Europe's most attractive markets for real estate investment. The Turkish Association of Real Estate Investment Companies (GYODER) is expecting Turkey's construction sector to grow by around 5% in 2013. Underpinning this growth is the country's strong demand for apartments, which is outstripping the rest of Europe by a significant margin and which will benefit both local companies and international suppliers.
The Turkish government's plans for an "Urban Transformation Program" will provide an added boost to the local construction industry. The program calls for $400bn-worth of investment into private apartments and numerous large housing complexes over the next 20 years. Apart from meeting residential housing demand, its objectives are to lift building safety standards in Turkey's cities and reduce the potential damage caused by natural disasters, such as earthquakes.

BRIDGEPORT -- The Rev. Kenneth Moales Jr. ended what he called a week of miracles Sunday with a nearly four-hourlong "certificate of occupancy celebration" and a barbecue at his Union Avenue church.
The festivities at the Cathedral of the Holy Spirit followed the issuance this week of a temporary certificate that the church had lacked since it opened four years ago, despite state laws that require the document as proof a building is safe before it is occupied.
"We had a ball. Because God is the greatest power, we shall not be defeated," said Moales, former campaign manager for Mayor Bill Finch and chairman of the city's Board of Education.
The church was granted the certificate just hours after city officials conceded it had been operating without one. The situation ended with City Building Official Peter Paajanen, who claimed he had no idea the church was operating there, getting a talking to from a state building official.
That news, meanwhile, followed the revelation that the church was in default on $7.3 million in mortgages and that liens totaling nearly $1 million more had been filed against the church and a number of properties it owns in the city's East End.
Despite his annoyance at his church's financial and zoning troubles becoming front-page news, Moales said God turned the attention around to benefit the congregation.
He claims the church has spent $900,000 over the last three years on necessary improvements at the massive new sanctuary, but has been waiting for a city inspector for a year and a half. He said he had been told there was a backlog of inspections.
"Realistically, if I had that much power and was using the mayor, I could have gotten someone here (before) two years," he said.
City officials did not reply to requests for comment Sunday.
Since the church's financial plight was made public, Moales said new financial backers, big and small, have also stepped up.
Last Wednesday, an anonymous donor gave $35,000 to pay off one of the church's smaller bills. And a Catholic friend has pledged $5 a week to the church until the mortgage is paid in full, Moales said.
The church is also undertaking an ambitious fundraiser, with a goal of raising $1 million by Sept. 21, the third anniversary of Bishop Kenneth Moales Sr.'s death. That, Moales said, was the lowest point in the church's history.
Despite the financial difficulties, the congregation and its faith have never been stronger, he said.
Parishioners agreed.
"We get dragged through the muck and mire, but we're still here," said Neal McGee, who owns a barbershop on Stratford Avenue. "God is good. Anytime you try to do something good, you are always going to come up against obstacles."
"All things happen for a reason, because God is yet in charge," added Wilhelmina Jackson, former chairperson of the church's trustee board.
As if proving the church is fine, Moales on Sunday announced that it would be undertaking, and funding, a new initiative at the Central Avenue house where his father first founded the church -- then called the Prayer Tabernacle Church of Love.
The church will soon get the necessary permits, Moales said, to convert the off-white house back into a residential setting. It will then house a married couple -- who now work for the church's day-care and after-school program -- who will become foster parents to African-American boys in a program called the Genesis House.
Unfortunately, there is no shortage of African-American boys in the foster care system no one wants to adopt, Moales said.
He said he would announce more details, including the name of the foster care agency the church is partnering with, next month.
The house had previously been designated a religious school, before the Love Christian Academy moved into a one-story addition attached to the cathedral building. It is located directly behind the Union Avenue church.
Moales Jr. said the initiative was one of his father's many goals.

At the launch of the BlackBerry Z10 and Q10 -- the first hardware devices to run on the long-awaited BlackBerry 10 operating system -- there seemed to be a silver lining for the renamed company's struggling PlayBook tablet. Confirming speculation, CEO Thorsten Heins promised a cheering crowd that the PlayBook would receive an update to a new OS. This would open the door to signature features, a more polished user interface and a vastly expanded app library.
But something was amiss. The company had also announced that, to simplify app development, BlackBerry 10 would support two screen resolutions: the Z10's 1,280 x 768 and the Q10's 720 x 720. In contrast, the PlayBook resolution is 1,024 x 600. Late last month, the other shoe dropped as BlackBerry confirmed that the PlayBook would not receive the promised update, leaving it with an abandoned OS and marking the effective exit of BlackBerry from the tablet market.

Backpage.com has become the Craigslist of prostitution ads in recent years since that free site stopped running the ads in 2010.
Search for "Backpage.com" on the FBI's main website and up pops eight whole pages of press releases and public announcements naming the classified advertising site as a tool for sex criminals, particularly those selling children, sex and prostitution. And in fact, Backpage was named as one of the sources law enforcement used to help gather evidence needed to coordinate a 70-city raid last weekend that resulted in the rescue of 105 teenagers and the arrest of 159 pimps.
"The fact that they were able to rescue that many children and arrest that many pimps is fantastic," Liz McDougall, counsel for Backpage told NBC News Monday. "We are glad to be a partner with and support law enforcement to make these arrests, and make them in time to rescue these children."
A partner with law enforcement? While Backpage may be the current Craigslist for prostitution ads in the United States, McDougall says the site gladly cooperates with police when they want information about those who place the ads, including the IP, or Internet protocol, address from where the ads originated.
But a new effort by the National Association of Attorneys General wants to change federal law so that Internet service providers and websites like Backpage could be prosecuted by state and local governments for promoting prostitution and child sex trafficking, simply by running such ads.
It's a double-edged sword, some might say: Shutting down online ad venues for criminals and sexual traffickers seems like a good "nowhere to run" idea, but law enforcement looks to such sites to find information about the criminals they're chasing. And some argue that if you shut down one such "offending" site, another pops up anyway. Besides, there's a bigger issue at the heart of this: The same laws that protect the unsavory ads online also protect most Internet providers from liabilities of all kinds.
Backpage is specifically named in a letter from the attorneys' general group, sent last week to members of Congress, seeking an amendment to the Communications Decency Act of 1996:
Every day, children in the United States are sold for sex. In instance after instance, State and local authorities discover that the vehicles for advertising the victims of the child sex trade to the world are online classified ad services, such as Backpage.com. The involvement of these advertising companies is not incidental ? these companies have constructed their business models around income gained from participants in the sex trade.
Federal enforcement by itself has "proven insufficient to stem the growth of Internet-facilitated child trafficking," says the group, with the letter signed by 49 state and territorial attorneys general. "Those on the front lines of the battle against the sexual exploitation of children ? state and local law enforcement ? must be granted the authority to investigate and prosecute those who facilitate these horrible crimes."
It's an effort applauded by the National Center for Missing & Exploited Children, which works with law enforcement on sex trafficking cases.
"Classified-ad websites have made child sex trafficking an easy and profitable business enterprise for pimps," said John Ryan, the center's CEO, in a recent statement. "NCMEC urges all policymakers to explore every avenue available to bring to justice those who profit from the sexual exploitation of children."
Perhaps you're wondering why so many name Backpage and not Craigslist. In 2010, Craigslist, under pressure from more than a dozen individual states' attorney generals, voluntarily banned ads for adult services from the site. When that happened, much of the business moved to Backpage.com. (Village Voice Media, which owns the Village Voice, among other publications, also owned Backpage.com until last fall, when it became a separate company.)
Whether or not Backpage follows suit and ditches adult services, experts argue that the law itself should not be changed in order to make this happen.
Mark Rasch, former head of the Department of Justice's Computer Crimes Unit, and now an independent consultant, told NBC News he is against the proposed change, which would restrict free speech, now a key protection under Section 230 of the Communications Decency Act. He also says it's the "wrong way" to go after those in the child sex trade.
"Sex traffickers use the Internet to sell their wares, use the telephone lines to communicate with customers, use the banking and credit card system to obtain payment for sex services, use highways and local roads to transport minors for sex, use cars and other vehicles for the same purpose," he wrote in a recent blog post. "They use the same infrastructure established to sell toothpaste to sell illicit sex with minors. They need to be arrested and prosecuted for these crimes."
But third parties that might be accused of making those crimes possible ? whether it's ISPs or gas stations ? shouldn't be held criminally liable "for their own participation," he argues. An amendment to the law like this one means that "EBay could be held liable if someone purchased a knife online and then used that knife to kill someone, if a state passed a law making the advertisement of knives that are used for such purposes a crime."
Matthew Zimmerman, senior staff attorney for the Electronic Frontier Foundation, a digital civil liberties organization, told NBC News that with the "proliferation of user-generated speech online over the past decade," the proposed amendment would be "extraordinarily harmful."
The EFF successfully defended both Backpage and the non-profit Internet Archive in a suit against the state of Washington, which in 2012 passed a law that essentially made it a crime to "knowingly" publish or display any ad for a commercial sex act, including the depiction of a minor. The EFF said that the new state law considered both sites publishers, contrary to the provisions of the Communications Decency Act. A federal court agreed, and blocked the law.
Zimmerman says it's not only "lawful speech" that would be hurt by letting states prosecute service providers and websites. "This could also lead to the loss of critical tools that law enforcement could use to investigate these and other crimes," he told NBC News.
McDougall of Backpage agrees. The arrests over the weekend are "something that wouldn't be possible if you didn't have a domestic, cooperative website involved," she said. "That's why it's important to not drive this content to offshore websites, which won't cooperate and don't have to cooperate with U.S. law enforcement. It would make law enforcement's job exponentially more difficult."
Still, there are many who'd argue that giving child traffickers one less avenue would be a win for the good guys. It's not known yet what, if any, action Congress will take on changing the Communications Decency Act. The issue is sure to be debated in the months to come.

At a makeshift hospital near the site of the battles in eastern Cairo, doctors struggled to cope with the flood of dozens of wounded.
The extent of the carnage underlined the willingness of police to unleash deadly firepower against any expansion of Islamist-led protests demanding the reinstatement of Morsi. Military-backed authorities are feeling emboldened after millions turned out for nationwide rallies Friday called by the army chief in support of a tough hand against what he called "terrorism."
Interim Vice President Mohamed ElBaradei, a longtime pro-democracy campaigner who backed the military's ouster of Morsi, raised one of the few notes of criticism of the bloodshed in the new military-backed leadership.
"I highly condemn the excessive use of force and the fall of victims," he wrote in a tweet, though he did not directly place blame for the use of force. He added that he is "working very hard and in all directions to end this confrontation in a peaceful manner."
The bloodshed also pointed to the Islamists' readiness to challenge the security forces as Morsi's supporters try to win over public support for their cause.
The fighting, which began before dawn and stretched out over several hours, was the deadliest bouts of violence since the military ousted Morsi on July 3 in the wake of massive protests demanding his removal. Soon after Morsi's fall, more than 50 of his supporters were killed in a similar outbreak of violence outside a headquarters of the Republican Guard.
A leading figure of Morsi's Muslim Brotherhood, Mohammed el-Beltagy, blamed the violence on army chief Gen. Abdel-Fattah el-Sissi's call for rallies on Friday.
"This is the mandate el-Sissi took last night ? to commit massacres and bloodshed against peaceful protesters denouncing the military coup," el-Beltagy said in a statement on his Facebook page.
The clashes began after a crowd of Morsi supporters late Friday moved out of their main sit-in camp where they have been located for nearly three weeks, in front of the Rabaah al-Adawiyah Mosque.
Some of them installed themselves on a nearby major boulevard, blocking traffic. They began to set up tents there, planning to stay there at least three days, said Mahmoud Zaqzouq, a Brotherhood spokesman. Others went up on a nearby highway overpass, he told The Associated Press.
Police moved in and fired tear gas to break up the crowds at around 2 a.m., and protesters responded with volleys of stones in battles near a memorial to former President Anwar Sadat, who was assassinated in 1981.
Gunshots also rang out, seemingly from both sides, said one witness, Mosa'ab Elshamy, a freelance photographer, though he could not tell who started firing.
Armed residents of the area also joined the police side, and there were also plainclothes police carrying handguns, he said. The security forces "felt a bit more unrestrained than other times," said Elshamy, who has extensively covered other clashes with police the past two years. "It was clear they had no restraints."
Ragab Nayel Ali, one of the pro-Morsi protesters, said security forces fired first with tear gas and birdshot. "Protesters replied by hurling rocks and started building walls," said Ali, who was injured in an accident as he ferried wounded on his motorcycle from the fighting to a field hospital.
At the makeshift clinic set up at the Rabaah al-Adawiya encampment, men shouted "God is great," and women wailed as bodies were loaded into ambulances to be taken for examination at hospitals. Bodies of more than a dozen men lay on the blood-splattered floor with white sheets over them.
"They aimed at killing the people. They aimed the head and the neck," said Ahmed Abdullah, a doctor at the field clinic, as he wiped tears from his eyes.
A medical official at a nearby hospital said many of those killed had bullet wounds at chest level or higher. He spoke on condition of anonymity because he was not authorized to talk to the press.
Health Ministry spokesman Khaled el-Khateeb said that at least 65 people were killed in the violence. Nine more were killed in clashes in the Mediterranean city of Alexandria since Friday, he said. Nationwide, nearly 750 people were wounded in various incidents of violence, 270 of them in the Cairo bloodshed, he said.
A Brotherhood spokesman, Ahmed Aref, told reporters that 66 were killed in the Cairo violence and another 61 were "clinically dead." He did not further explain their condition, but his comments suggested the official toll could go higher.
The Interior Ministry, which oversees the police force, said in a statement that residents in the district began clashing with the pro-Morsi marchers when their protest blocked a major artery. The ministry said police who intervened were trying to break up the two sides by firing tear gas.
Amr Moussa, a former Arab League chief and presidential candidate who lost to Morsi last year, called on the government to make clear what happened.
"Yesterday, masses went out to the streets against terrorism, violence and bloodshed. Do not forget that," the secular-leaning Moussa said in a statement.
Interior Ministry spokesman Maj. Gen. Hani Abdel-Latif said 14 policemen and 37 army troops were wounded in the violence. He said that two of the policemen had gunshot wounds to the head. He claimed that the police only used tear gas against the protesters.
He warned against "following calls for non-peaceful protests."
It was not clear how troops could have been wounded in the fighting, since the army did not appear to be involved in the fighting. Elshamy said troops' only involvement he saw was that some fired into the air at one point, causing both police and protesters to back up for a short time.
Interim President Adly Mansour told the private TV station al-Hayat that his government seeks to include everyone, but it will not accept lawlessness, blocked roads and attacks on state institutions.
"I can't negotiate with anyone who has committed a crime. But those who were duped or those who want to belong to Egyptian society, we welcome them," he said. But he added: "The state must interfere (against lawlessness) firmly."
The violence is certain to only further deepen the divides over the military coup that ended Morsi's one year in office. Millions joined four days of protests that began June 30 demanding Morsi be removed, accusing him of empowering his Brotherhood and failing to resolve the country's problems.
Many of Morsi's opponents, including liberals, leftists and moderate Muslim, secular and Christian Egyptians, have now enthusiastically embraced the military after el-Sissi's removal of Morsi. The military-backed interim leadership has pushed a fast-track transition plan to return to a democratically elected government by early next year.
Morsi's supporters, meanwhile, reject the new political order, and say the military illegally ousted the country's first democratically elected leader. They have kept up their sit-in and held near daily rallies elsewhere in the capital to demand Morsi be reinstated.
While the main sit-in has been peaceful, protests elsewhere have repeatedly turned violent, and some 180 people have been killed in clashes nationwide. Each side has accused the other of sparking clashes.
El-Sissi called for Friday's mass rallies to give the military a mandate to fight "violence and terrorism," raising speculation that he may be planning a crackdown against the pro-Morsi rallies.
Giant crowds responded to his call Friday, packing main squares in cities around the country, voicing support for a tough hand against Islamists. Morsi supporters also held large rallies Friday, although smaller than those of the pro-military camp.
The rival demonstrations erupted into violence in the Mediterranean coastal city of Alexandria that left eight dead.
More than 100 Morsi supporters had taken refuge in a central mosque in Alexandria, and held 17 of their rivals hostage overnight inside to try and fend off a security siege of the building. A security official said the hostages were freed and those inside the mosque arrested. The official spoke on condition of anonymity because he was not authorized to speak to the media
Also on Friday, authorities announced that Morsi was formally placed under investigation on a host of allegations including murder and conspiracy with the Palestinian militant group Hamas. Morsi has been held incommunicado since being taken into military custody on July 3.

Pot still boils in Rome while Francis is away

Rio de Janeiro - I'm in Rio de Janeiro this week, watching Francis wow Brazil. The trip has brought a little bit of everything: crowds so pumped up for the pope they created security nightmares, protestors pushed back with tear gas (they were mad at the government, not so much the pope), Francis at his pastoral best at the Marian shrine of Aparecida, and a powerful message of solidarity with the poor in a Rio slum.

All that would be enough to make the outing memorable, and the big finish hasn't even happened. Francis will participate in the traditional Via Crucis procession for World Youth Day on Friday night, attend an evening vigil Saturday, and celebrate an open-air Mass for what's expected to be as many as 2 million people Sunday.
The mere fact Francis is out of town, however, doesn't mean his problems in Rome have taken a vacation.
In fact, while Francis is making his triumphant homecoming to Latin America, there are three fires burning back in Rome, one of which he learned of just before he left and two more that have erupted while he's been away.
Taken together, these three situations illustrate that Francis will have his work cut out for him when he gets back. If nothing else, his decision not to head out for the traditional summer retreat at Castel Gandolfo during August and to stay on the job instead is starting to look like a good call.
Msgr. Battista Ricca
I wrote last week about the explosive piece published by veteran Italian journalist Sandro Magister concerning the pope's hand-picked choice to serve as his prelate, or papal delegate, for the Vatican bank, an Italian clergyman named Msgr. Battista Ricca.
Magister's story appeared July 19, three days before Francis left for Brazil.
In a nutshell, Magister charged that when Ricca was a Vatican diplomat in Uruguay from roughly 1999 to 2001, he had a live-in male lover; that he cruised gay bars, and once was beaten up; and that another time, he brought a young man back to the Vatican embassy in Montevideo and ended up trapped in an elevator with him overnight.
For Magister, the fact that Ricca was able to return to Rome, take over as director of several residences, and eventually win the trust of the new pope -- without his history in Uruguay surfacing until now -- is proof positive that there's a "gay lobby" in the Vatican that takes care of its own.
There's nothing new to report, except that people who have seen the pope since the Magister piece appeared report he still has confidence in Ricca and that for now, at least, Ricca's keeping his job.
It may be that Francis knows more about Ricca's personal story and has reasons at that level for resisting a rush to judgment. Without any direct insight into the mind of the pope, I can think of one other motive he might have for shrinking from sending Ricca packing, at least anytime soon.
Francis might be concerned that if did so, he'd create the precedent that anyone who wants to stop his reform can do so by digging up dirt on the people he tasks with carrying it out. For the leader of any institution, especially one that claims moral leadership, that's an awfully dangerous red flag to wave.
Francesca Immacolata Chaouqui
Also July 19, Francis announced the creation of a new pontifical commission to study reform in the economic and administrative structures of the Vatican, appointing eight people to run it -- all but one laity, with most drawn from the worlds of banking, finance and law.
The early reaction was to see the move as another positive step toward reform, but Tuesday -- allegedly a day of rest for Francis here in Brazil -- a controversy broke out in the Italian press over one of his appointments, a laywoman named Francesca Immacolata Chaouqui, the lone Italian in the group.
A 30-year-old devoted Catholic who's worked, among other places, at Ernst and Young, Chaouqui is the child of an Italian mother and an Egyptian father. She could also be a candidate for another distinction: The first papal nominee in history to lose a job because of use of social media.
Chaouqui, as it turns out, has a very active Twitter account. Enterprising journalists followed her digital paper trail, and here's what they found:
Back in February, she tweeted that Benedict XVI had leukemia, although the Vatican has repeatedly denied that any specific health concern led to his decision to resign the papacy.
Chaouqui has sent out several seemingly friendly tweets about journalist Gianluigi Nuzzi, who was the one who received stolen documents from the pope's butler and gave rise to the Vatican leaks affair. At one stage, Chaouqui told Nuzzi he was "bleeding right."
At another point, Chaouqui tweeted: "Syrian children are dying, and the church is fighting against the butler. How can a Catholic stay Christian like this?"
Chaouqui also doesn't seem well-disposed to the Vatican's Secretary of State, Cardinal Tarcisio Bertone. On Feb. 11, the day Benedict announced his resignation, she tweeted: "Bertone has won ... as a believer, I'm depressed."
Among other things, that last tweet suggests Chaouqui may have something to learn about the Vatican. If anything was clear about Benedict's resignation, it was that it also meant the imminent end of Bertone's run.
To round out the presentation, Chaouqui also sent a tweet the evening of March 13, when Francis was elected, saying "they tell me he's French." (Presumably, she got confused between "Francesco" and francese, the Italian word for "French.")
Granted, none of these tweets are really scandalous. If anything, they illustrate a bit of poor judgment and the lack of a good internal editor before hitting the "send" button. Nonetheless, they've caused some commentators to wonder if Chaouqui really belongs on a commission charged with drafting the blueprint of Francis' reform.
To the question of whether Francis will be inclined to dump her, at least any time soon, my answer is "probably not." As for why not, see the last point made above about Ricca.
Msgr. Nunzio Scarano
Finally, Msgr. Nunzio Scarano was back in the news Thursday. For those who don't recall, he's the former Vatican accountant who was recently arrested for involvement in a plot to smuggle $26 million in cash into Italy on a private plane. He also faces an investigation for allegedly using his Vatican bank accounts to launder funds.
Italian media outlets Thursday featured a leaked letter Scarano reportedly wrote to Pope Francis on July 20 protesting his innocence. If so, it had to be penned from Rome's Queen of Heaven (Regina Coeli) prison, where Scarano is currently behind bars.
According to the text presented in media reports, Scarano insisted he never acted for his own benefit, rather only "to help those who asked for my help."
In itself, the fact that someone facing criminal charges has reportedly claimed innocence probably isn't any shocker. Slightly juicer is what else Scarano allegedly told the pope about his situation at the Administration of the Patrimony of the Holy See, the Vatican's main financial department, known by its Italian acronym APSA.
According to the reports, Scarano told Francis he was the only priest in APSA and "I wasn't allowed to do very much." He says he waged a constant battle against "the abuses of my lay superiors," abuses he says were "cover up by some cardinals ... with skeletons in the closest, who were well blackmailed."
He does not name who he believes these "blackmailed cardinals" were.
Scarano claims in the letter to have sought help in bringing these abuses to light from Cardinal Stanislaw Dziwisz of Cracow, the former secretary of John Paul II, and Cardinal Angelo Scola of Milan.
"My banking operations at the Vatican bank were always done under the counsel and direction of the superiors, and I never abused the courtesy," Scarano reportedly wrote the pope.
He is supposed to have added: "Your Holiness, I've always served the church, with a true and priestly spirit. I hope to be able to send you secretly my envelope of documents so they might strongly reinforce your great and courageous effort to finally bring order to the sad administrative, economic and financial realities of the Holy See, and all the abuses annexed and connected to them."
There are at least two layers of doubt about all this that have to be attached.
First, the letter has been reported as genuine, but so far, no one's officially confirmed it. Second, even if it is, one has to take the protestations of an accused criminal with a grain of salt, even if the principle of innocent until proven guilty still applies.
That said, the situation is a reminder of how much work Francis still has to do on the financial front, beginning with the Vatican bank -- both to foster transparency and, perhaps just as importantly, the perception of transparency.

"NorthParkes is a successful business but is not of sufficient size to be a good fit with our strategy," Rio said in a statement.
This will become the Chinese firm's first copper asset if Rio's partners in the project, Sumitomo Metal Mining and Sumitomo Corp, waive their right to purchase the remaining shares themselves.
Reuters reports that the Japanese may be interested in buying more shares but are not likely to snatch up the full 80%.
The companies expect to seal the deal by the end of this year.
Following a?$3 billion loss in February, Sam Walsh, Rio CEO, embarked on a purge, vowing to rid the company of non-core assets and cut more than $5 billion in costs.
Earlier this month the company sold its South African copper producer?Palabora Mining to Chinese and South African firms. It also let go of?its Eagle nickel project in the United States.
Rio is not the?only big miner auctioning off its copper sites. Swiss-based Glencore Xstrata?(LON:GLEN) recently put up its Las Bambas copper mine for sale. Here too Chinese companies are believed to be in the bidding.

The 2nd annual fashion show, this year's theme was Christmas in July, featured discounted Christmas items in the Chambersburg thrift store location, as well as a fashion show featuring donated clothing and four-legged friends.
Clothing donated to the thrift store and modeled including designer brands from Lands End, St. Johns and Jones New York.
All of the clothes in the show were donated and available for purchase, said Marie Agostinelli, a CVAS volunteer and the organizer of the event. After the show, there were special sales for items around the store.
Some dogs from the shelter also came to model, including Panda, a terrier mix, Tia, a yorkie, and Leeda, a chocolate and white chihuaha. Two owners brought their own animals to help, including Jeanette Lewis, who brought Frankie, her cat, who did not mind showing off a couple outfits, including a Pittsburgh Steeler's onesie.
"He is the most down-to-earth cat," Lewis said.
The cost for items in the thrift store is $5 to fill a bag of clothing and during the event, jewelry was 10 percent off and shoes were buy one pair, get another pair free.
Marilyn Huntzberry, Chambersburg, was going home with one of the dresses she modeled, a black knit thigh length dress.
"I want to help the shelter as much as I can," Huntzberry said. "I bought this one and I donated a piece of clothing."

to help animals because some of them get a bad rap and she feels that all animals should have a permanent home. "I want to do everything I can to help," Asper said.Jennifer Vanderau, communications director for CVAS, said that if all goes well, there will be another show next year and that it will be moved back to September, like the previous years.
"I think that we hit a lot of vacations holding it in July," Vanderau said.
The show brought in just around $800 this year, she said.
The Cumberland Valley Animal Shelter is at 5051 Letterkenny Road West and is home to around 2,000 animals, Vanderau said.
The shelter operates two thrift stores, one in Chambersburg and one in Shippensburg.
